Fukui City is the capital of Fukui Prefecture, and since the Hokuriku Shinkansen reached Tsuruga on 16 March 2024 the fastest trip from Tokyo to Fukui takes 2 hours 49 minutes. The prefectural ordinance bans soaplands, storefront health shops and reception offices throughout the prefecture.

JNTO presents Fukui City as the capital and transport hub of Fukui Prefecture. It lies near the Sea of Japan with mountains on either side, and the Asuwa River runs through the middle of downtown. JNTO also points to its rail links towards both Osaka and Kanazawa.
The Kanazawa–Tsuruga section of the Hokuriku Shinkansen opened on 16 March 2024, adding Awara-Onsen, Fukui, Echizen-Takefu and Tsuruga stations in the prefecture. JR West's announcement describes a timetable in which the Thunderbird and Shirasagi limited expresses connect with the Tsurugi Shinkansen at Tsuruga.
Article 28 of the Entertainment Business Act bans storefront sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets prefectures set prohibited areas by ordinance. Article 11(1) of Fukui's ordinance says that the businesses in Article 2(6)(i) of the Act (soaplands), 2(6)(ii) (storefront fashion health) and others, as well as reception offices, may not operate in the areas listed in Appended Table 1.
Appended Table 1 lists nine cities (Fukui, Tsuruga, Obama, Ono, Katsuyama, Sabae, Awara, Echizen and Sakai) and seven districts (Yoshida, Imadate, Nanjo, Nyu, Mikata, Oi and Mikatakaminaka), which is every city and district in the prefecture. Article 28(3) of the Act exempts existing businesses already notified when the rule took effect or began to apply.
Walk-in formats such as soaplands are therefore found only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; its area usually marks the venue's reception or base, and the service range differs by venue.
On JR East's timetable the fastest Tokyo–Fukui train is Kagayaki 503 on the Hokuriku Shinkansen, at 2 hours 49 minutes. According to JNTO, Kanazawa is about 35 minutes away on a direct Hokuriku Shinkansen.
From Kansai and Chukyo you change from a limited express to the Shinkansen at Tsuruga. According to JR West, at the 16 March 2024 timetable the fastest trips were 1 hour 44 minutes from Osaka to Fukui and 1 hour 33 minutes from Nagoya to Fukui; JNTO puts Osaka or Kyoto at about 2 hours.
This site groups Fukui's areas under Fukui City, split into two areas: Fukui Katamachi and Fukui Development Town. Outcall venues appear under the area of their reception, so if you are staying at a hotel outside Fukui City, check the service range on the venue's page.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
Payment methods vary by venue. Check the listing and confirm with the venue before booking.
