Nakasu is an island-like district in Fukuoka's Hakata Ward, held between the Naka River and the Hakata River. Fukuoka Prefecture's tourism site describes it as a narrow strip about 1.5 km long from north to south and 250 m wide.
The nearest station is Nakasu-Kawabata on the Fukuoka City Subway, where the Kuko and Hakozaki lines meet. The prefectural tourism site places Nakasu directly outside that station, and the subway says lifts and escalators in Hakata Riverain and the Hakataza theatre connect the platforms with street level.
The Japan National Tourism Organization (JNTO) describes Nakasu as the land between the Naka River on the west and the Hakata River on the east, with many restaurants and bars packed into a small space. It adds that Canal City Hakata lies to the south-east and that the entrance to the Kawabata shopping arcade is beside the shrine.

Fukuoka Prefecture's ordinance on adult-information businesses bans information services for store-based sex businesses everywhere in the prefecture, except at Senda-machi 3 in Kokura Kita Ward and Nakasu 1-chome and 2-chome. It regulates the information offices, not whether the businesses themselves may operate.
The same ordinance bars information services for hospitality businesses from midnight to 6 a.m., extended to 1 a.m. on certain days in the areas of its second schedule, which include Nakasu 1-chome to 5-chome. Separately, a Fukuoka City ordinance forbids soliciting, luring and waiting for customers in public places such as streets and stations anywhere in the city.
