Fukuoka's prefectural office is in Hakata Ward, and its main downtowns are Nakasu and Tenjin in Fukuoka City and Kajimachi and Sakaimachi in Kokura, Kitakyushu. The prefecture's guidance ordinance bans soapland guidance outside Nakasu 1 and 2-chome and Sendomachi 3-ban in Kokurakita.

The Fukuoka Prefectural Office is at Higashi-koen in Hakata Ward. Nakasu is an island in Hakata Ward between the Naka and Hakata rivers, which the Japan National Tourism Organization calls Fukuoka's entertainment heartland. Restaurants, bars and clubs are packed into a small area right outside Nakasu-Kawabata Station on the Kuko and Hakozaki subway lines.
Tenjin, in Chuo Ward, gathers shops, bars and restaurants, and north of the station is Oyafuko-dori, known for its nightlife. In Kitakyushu, a city council's January 2026 report describes Kajimachi, Sakaimachi and Konyamachi in Kokurakita Ward as an entertainment district where eateries make up most premises.
Fukuoka's ordinance on adult-business guidance bans, in Article 7(2), guidance for soaplands everywhere in the prefecture except Sendomachi 3-ban in Kokurakita Ward, Kitakyushu, and Nakasu 1- and 2-chome in Hakata Ward. Article 6 bans guidance for store-based fashion health and delivery health altogether. These rules apply to guidance offices.
Where store-based businesses themselves may operate is set by Fukuoka's ordinance under the Entertainment Business Act. Article 28 of the national Act bans store-based adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets prefectures add prohibited areas by ordinance.
Walk-in formats such as soaplands may operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose, and the area on this site marks the venue's reception or base.
Fukuoka Airport's domestic terminal is connected to the Fukuoka City Subway, about 5 minutes from Hakata Station and about 10 from Tenjin. The subway does not reach the international terminal, so from there take the free shuttle bus to Fukuoka Airport Station first.
According to Kitakyushu's tourism site, Hakata to Kokura takes about 15 minutes by Shinkansen and Fukuoka Airport to Kokura about 30 minutes by subway and Shinkansen. From Kitakyushu Airport the airport bus reaches Kokura Station in about 45 minutes.
Fukuoka City is split by ward: Hakata Ward (Nakasu, Hakata Station Front, Kawabata, Sumiyoshi/Minoshima, Zasshokuma), Chuo Ward (Tenjin / Oyafuko-dori, Haruyoshi/Nishi Nakasu, Yakuin/Kiyokawa, Central Other Area), Nishi Ward (Meinohama, Nishito), Higashi Ward (Hakozaki, Kasumigaoka, Kashii, Washiro), Sawara Ward (Nishishin) and Minami Ward (Takamiya/Ohashi/Ijiri).
Outside Fukuoka City the areas are Kitakyushu City (Kokura, Kurosaki/Yahata/Orio), Kurume City, Itoshima City (Maehara), Onojo City (Shirakibara), Chikushino City (Futsukaichi, Asakura Kaidō), Munakata City (Munakata/Akama), Iizuka City, Omuta City/Okawa City (Taisho Town, Ōkawa), Kasuya District (Shingu Town) and Tagawa City.
