Kawabata is an area in Fukuoka's Hakata Ward and one of the two place names behind the subway's Nakasu-Kawabata Station. According to JNTO, the Kawabata arcade's entrance is right by the shrine in Nakasu.
Nakasu-Kawabata Station on the subway is the transfer point between the Kuko and Hakozaki lines. For street-level access, the station guide identifies elevators at the Hakataza theatre and at Hakata Riverain.
The subway's station page explains that the name Nakasu-Kawabata combines the place names Nakasu and Kawabata, and lists Kawabata, Seiryu Park and Reisen Park around the station. JNTO writes that the covered Kawabata shopping street begins beside the shrine in Nakasu.

Kawabata falls under a Fukuoka City rule that bars soliciting and luring people, or waiting around for customers, anywhere public in the city: roads, parks, squares, stations and the like. Rather than naming particular zones, the rule reaches every public place in the city.
