Hiroshima Prefecture centres on Hiroshima City, seat of the prefectural government, with Fukuyama, Mihara and other cities around it. The prefectural ordinance bans store-based venues such as soaplands, and reception offices, everywhere in the prefecture except a few blocks of Yagenbori and Yayoicho in Hiroshima's Naka ward.

The prefectural government is in Motomachi, Naka-ku, Hiroshima City. The official tourism site run by the prefecture and city describes Nagarekawa in Naka ward as known for being the leading entertainment district of Chugoku and Shikoku. The Nagarekawa Ginza shopping street spans Horikawacho, Ebisucho and Nagarekawacho, close to the Hiroden Ebisucho tram stop and the Hatchobori city bus stop.
Article 28 of the Fueiho (the Act on Control and Improvement of Amusement Business) bans store-based sex businesses within 200 metres of schools, libraries, child-welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. The rules do not apply to a business that had already filed its notification when they took effect.
Article 11 of Hiroshima's ordinance bans store-based formats such as soaplands and storefront fashion health shops, along with reception offices, everywhere in the prefecture except blocks 1, 4, 5 and 8 of Yagenbori and blocks 3 and 6 of Yayoicho in Naka ward. Those blocks are the only exception for walk-in formats; delivery health is an outcall format used at a hotel or another place you choose, so an area marks the reception or base.
Limousine buses from Hiroshima Airport reach the Shinkansen exit of Hiroshima Station in 45 to 50 minutes for 1,500 yen, and Hiroshima Bus Center in about 55. Buses from the same airport also run to Fukuyama Station in about 65 minutes and to Mihara Station in about 38. On the Sanyo Shinkansen, Hiroshima to Okayama takes about 34 minutes.
This site splits Hiroshima into three, Hiroshima City, Fukuyama City and Mihara City, and treats each city as a single area. Outcall venues are listed under the city of their reception or base, and how far they travel to a hotel differs by venue.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
Payment methods vary by venue. Check the listing and confirm with the venue before booking.
