Sakae/Shinsakae is the district around Sakae subway station in Naka Ward, Nagoya. The Nagoya Convention & Visitors Bureau calls Sakae Nagoya's other major downtown.
Nagoya's transportation bureau lists Sakae as a stop on both the Higashiyama and Meijo subway lines. The same list puts Nagoya Station on the Higashiyama Line too, so the two are linked by a single line. Check transfers and the last train home on the bureau's site.
The visitors bureau describes Sakae's south side as a fashion district and its north side as streets around Oasis 21 and the Chubu Electric Power MIRAI TOWER. Since October 1, 2018, Nagoya City has designated Sakae 3 to 5-chome, Shinsakae 1-chome and Nishiki 3-chome in Naka Ward as the Sakae no-touting zone. No one may tout there or have others tout. The city responds with guidance, then a recommendation, then an order, and breaching an order can lead to a non-penal fine.
The prefecture's ordinance enforcing the Entertainment Business Act includes parts of Sakae 3 and 5-chome and Shinsakae 1-chome among the areas where hospitality-type food and drink businesses may stay open after midnight (Appended Table 5). Its Article 12, however, bans certain store-based adult businesses throughout Aichi.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
