Nagoya, the capital of Aichi, has two centres, Nagoya Station and Sakae, and Nishiki 3-chome is one of the city's leading entertainment districts. Under the ordinance, store-based venues such as soaplands, and reception offices, are prohibited across the whole prefecture.

Nagoya is the capital of Aichi, and Nagoya Station is its largest transport hub. The Nagoya Convention & Visitors Bureau calls Sakae the city's other downtown, with Fushimi midway between Meieki and Sakae. The City of Nagoya describes Nishiki 3-chome, part of the Sakae district, as one of Nagoya's leading entertainment districts, laid out on the grid of Nagoya Castle's castle town.
The prefecture's tourism site AichiNow presents Aichi by area, Nagoya, Owari North, Owari West, Chita, Nishi-Mikawa, Higashi-Mikawa and Oku-Mikawa, placing Okazaki in Nishi-Mikawa and Toyohashi and Gamagori in Higashi-Mikawa. This site's major areas outside Nagoya are built by grouping these cities.
Article 28 of the Act on Control and Improvement of Amusement Businesses bans store-based adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture designate further prohibited areas. Article 12(1) of Aichi's ordinance makes the whole prefecture the prohibited area for soaplands (Act Art. 2(6)(i)), fashion health shops (Art. 2(6)(ii)) and some other types, and Article 15-3 bans reception offices in the same area.
Under Article 28(3), the ban does not apply to a venue that was already operating under a filed notification when it took effect. Walk-in formats such as soaplands can operate only within those limits; delivery health is an outcall format used at a hotel or another place you choose. With reception offices banned, an outcall area usually marks the venue's office or base.
According to the prefecture's tourism site, the Nozomi reaches Nagoya from Tokyo in about 1 hour 40 minutes, and the Shinkansen takes about an hour from Shin-Osaka, about 40 minutes from Kyoto and about 3 hours 20 minutes from Hakata. From Chubu Centrair, the Meitetsu μSKY and other trains take 28 to 35 minutes to Nagoya Station and 24 to 32 to Kanayama.
Sakae and Fushimi are about 40 minutes from Centrair by Meitetsu and subway, and Sakae is 5 minutes by subway from Nagoya Station. Nagoya Airport in Komaki is about 35 minutes north of the centre (Nagoya Convention & Visitors Bureau).
This site splits Aichi into nine major areas: Nagoya, Toyota/Okazaki, Toyohashi/Toyokawa/Gamagori/Tahara, Anjo/Kariya/Chiryu/Nishio, Kasugai/Komaki/Inuyama, Handa / Tokai City / Oobu / Chita City, Ichinomiya/Inazawa/Iwakura/Kitanagoya, Owariasahi/Seto/Nagakute/Nisshin and Kanie/Yatomi. Each holds city-level areas; Anjo/Kariya/Chiryu/Nishio, for example, also covers Hekinan and Takahama.
Nagoya has eleven areas: Sakae/Shinsakae, Nishiki, Osu, Meieki / Nakamura Ward, Marunouchi, Chikusa / Imaike / Ikeshita, Kanayama, Ozone/Kita Ward/Nishi Ward, Fujigaoka, Moriyama Ward, Minami/Minato/Nakagawa Wards and Tempaku/Mizuho/Midori Wards. For outcall venues such as delivery health, the area usually marks the office or base, and the service range differs by venue.
