Sapporo is the seat of the Hokkaido government, and its Susukino entertainment district lies in Chuo-ku. Hokkaido's ordinance bans soaplands, storefront health shops and reception offices across the whole prefecture; this site divides it into Sapporo City, Hakodate, Asahikawa and Chitose.

The Hokkaido Government stands at Kita 3-jo Nishi 6-chome in Sapporo's Chuo-ku. Susukino occupies the blocks from Minami 4 to Minami 7 and Nishi 2 to Nishi 5 in the same ward, served by Susukino and Hosui-Susukino subway stations. It is four minutes from Sapporo Station on the Namboku Line.
JNTO notes that Susukino was established in 1871 as the city's red-light district, relocated in 1920, and has remained its entertainment centre since. In Hakodate, Hokkaido's official tourism site points to the Daimon district near JR Hakodate Station; Asahikawa is linked to Sapporo by the Kamui and Lilac limited expresses.
Article 10(2) of Hokkaido's ordinance under the Entertainment Business Act prohibits soaplands (Article 2(6)(i) of the Act) and storefront fashion health shops (item ii) throughout Hokkaido. Article 10-2(2) likewise prohibits reception offices for outcall services such as delivery health anywhere in Hokkaido.
Article 28 of the national Entertainment Business Act bans storefront adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and leaves any further zoning to each prefecture's ordinance. Under paragraph 3 of the same article, these bans do not apply to a business that had already filed its notification and was operating when they took effect.
Walk-in formats such as soaplands can operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area marks the venue's reception or base, and the service range differs by venue.
New Chitose Airport Station sits directly below the terminal building, about 40 minutes by train from JR Sapporo Station. JR Hokkaido's Special Rapid Airport takes 33 minutes at its fastest, and six Airport trains run each hour between 9:00 and 16:00. From Tokyo the Hokkaido Shinkansen reaches Shin-Hakodate-Hokuto in 3 hours 57 minutes at the fastest, and the Hakodate Liner continues to Hakodate Station in 15 to 22 minutes.
This site divides Hokkaido into four: Sapporo City, Hakodate, Asahikawa and Chitose. Sapporo City is split further into Susukino, North 24th Street, Motomachi · Mikaho, Shiroishi・Atsubetsu, Teine, Kotoni and Aso, while Hakodate, Asahikawa and Chitose are one area each.
