The Nara prefectural office stands in Noboriojicho, Nara City. The city's main stations are JR Nara and Kintetsu Nara, and the Japan National Tourism Organization describes Nara Park and Naramachi as reachable from either. This site's Nara City areas follow the same pattern: around the two stations, plus Shin-Omiya.
Kashihara's main city hall is in Yagi-cho. Nara's official tourism site gives about 5 minutes by Kintetsu express from Kintetsu Nara to Yamato-Saidaiji, then about 20 minutes on to Yamato-Yagi, or about 26 minutes to Kashiharajingu-mae.
Article 28(1) of the Entertainment Business Act bans storefront sex businesses within 200 metres of government office complexes, schools, libraries, child welfare facilities and any facility a prefectural ordinance adds. Under Article 28(2), a prefecture may ban them in further areas it designates by ordinance.
Where venues may operate in Nara is set by the prefecture's own ordinance; check the specific areas with the Nara Prefectural Police. Walk-in formats such as soaplands may operate only where the ordinance allows them.

From Osaka-Namba the Kintetsu express reaches Kintetsu Nara in about 34 minutes, and the Kintetsu limited express from Kyoto also takes about 34. On JR, the rapid runs to Nara in about 41 minutes from Kyoto, about 52 from Osaka and about 36 from Tennoji. From Tokyo, the Shinkansen to Kyoto takes about 142 minutes before you change to Kintetsu or JR.
From Kansai International Airport, the JR limited express reaches Tennoji in about 31 minutes and the rapid continues to Nara in about 36. The Japan National Tourism Organization puts both Itami and Kansai airports about 1 hour 15 minutes from Nara by bus and train.
This site splits Nara into two major areas, Nara City and Kashihara City. Nara City has three areas, Around JR Nara Station, Kintetsu Nara Station Area and Shin-Omiya, and Kashihara City has one; each area page leads to its venue list.
