Kagawa Prefecture is divided into Takamatsu City, seat of the prefectural government, and Marugame City. Takamatsu Station is about an hour from Okayama on the Marine Liner rapid across the Seto-Ohashi Bridge, and Haneda to Takamatsu Airport is about 1 hour 20 minutes.

The prefectural government is in Bancho, Takamatsu City. According to the prefecture's tourism site, the limousine bus from Takamatsu Airport to JR Takamatsu Station takes about 45 minutes. JR Shikoku describes the Marine Liner rapid between Okayama and Takamatsu as a train with views of the Seto Inland Sea from the Seto-Ohashi Bridge.
Article 28 of the Fueiho (the Act on Control and Improvement of Amusement Business) bans store-based sex businesses within 200 metres of schools, libraries, child-welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. The rules do not apply to a business that had already filed its notification when they took effect.
Kagawa Prefectural Police explain that the prefecture's ordinance sets prohibited areas for store-based sex businesses and makes the same areas off-limits for their advertising. Walk-in formats such as soaplands operate only where the ordinance allows them; delivery health is an outcall format used at a hotel or another place you choose, so an area marks the reception or base.
From Tokyo the Nozomi takes about 3 hours 20 minutes to Okayama, then the Marine Liner about an hour to Takamatsu. Shin-Osaka to Okayama is about 50 minutes and Hiroshima to Okayama about 40; the Sunrise Seto runs straight from Tokyo to Takamatsu in about 9 hours 40 minutes.
