Otsu City

Otsu City is the central city of Shiga Prefecture, a calm town with beautiful views of Lake Biwa. Tourists mainly visit for Mount Hiei's Enryaku-ji Temple or Lake Biwa cruises, but the nightlife district is much smaller and quieter compared to Kyoto or Osaka.

The main downtown area is around Otsu Station, lined with restaurants and izakayas, but adult venues are scattered in residential areas or along main roads away from the station. There is no distinct 'red-light district' – shops are dispersed.

Otsu's adult industry is small-scale: a few soaplands, about a dozen delivery health services, and a handful of pink salons. Soaplands are relatively cheap, with short courses of 30–60 minutes. Delivery health mainly dispatches to hotels, with many customers using local business hotels.

Pink salons are near the station, offering quick, affordable services. Overall, the business caters more to local regulars than tourists, and very few shops have English-speaking staff.

For foreign visitors, using adult services in Otsu is difficult without Japanese language skills. Delivery health requires phone calls and address details, which is challenging. Soaplands are storefront-based and easier to enter, but you may still be refused.

Access is convenient via JR Otsu Station, about 10 minutes from Kyoto Station on the Special Rapid Service. Typical operating hours are from early afternoon to late night, with weekends busier. It's advisable to check the shop's website or call ahead to confirm if they accept foreign customers.
