Okayama Prefecture centres on Okayama City, seat of the prefectural government, and Kurashiki, about 15 minutes away on the Sanyo Line. The prefectural ordinance bans store-based venues such as soaplands, and reception offices, in every city and district of the prefecture, Okayama and Kurashiki included.

The prefectural government sits in Uchisange, Kita-ku, Okayama City, and the JR Sanyo Line runs from Kurashiki Station to Okayama in about 15 minutes. The ordinance lists the places where licensed entertainment businesses may stay open later at night: Tamachi, Chuo-cho, Yanagimachi, Omotecho and Nakasange in Okayama's Kita-ku, Achi and Kawanishimachi in Kurashiki, and the Tokiwacho and Sakaemachi blocks of Mizushima.
Article 28 of the Fueiho (the Act on Control and Improvement of Amusement Business) bans store-based sex businesses within 200 metres of schools, libraries, child-welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. The rules do not apply to a business that had already filed its notification when they took effect.
Okayama's ordinance (Article 11 and Appended Table 2) bans soaplands and storefront fashion health shops in the prefecture's 15 cities, Okayama and Kurashiki among them, and in its rural districts; Article 14-2 bans reception offices in the same areas. Walk-in formats such as soaplands operate only where the ordinance allows them; delivery health is an outcall format used at a hotel or another place you choose, so an area marks the reception or base.
To JR Okayama Station the Nozomi takes about 3 hours 19 minutes from Tokyo, 44 minutes from Shin-Osaka, 34 from Hiroshima and 1 hour 36 from Hakata. Flights from Haneda to Okayama Momotaro Airport take about 1 hour 10 minutes; the airport limousine bus reaches Okayama Station West Exit in about 30 minutes and Kurashiki Station North Exit in about 35 via the expressway.
