Tochigi's capital is Utsunomiya, about 50 minutes from Tokyo by Tohoku Shinkansen. The prefectural ordinance bans shop-type sex businesses and outcall reception offices everywhere in Tochigi except one block in Enomachi and Ikegamicho, Utsunomiya.

Utsunomiya is the capital of Tochigi. Japan's national tourism organisation (JNTO) introduces it as a gyoza city with many jazz spots and cocktail bars. Oyama is a Tohoku Shinkansen stop, and the JR Ryomo Line runs from Oyama through Tochigi, Sano and Ashikaga to Kiryu and Takasaki in Gunma.
Article 28 of the national Entertainment Business Act bans shop-type sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture add facilities and prohibited areas by ordinance. Article 11 of Tochigi's ordinance adds hospitals, clinics, museums, vocational schools and miscellaneous schools.
Article 12 bans shop-type sex businesses and outcall reception offices in the areas of the appended table. The table lists every city and county in the prefecture; only in Utsunomiya does it leave out an area, the block of Enomachi and Ikegamicho enclosed by city roads No. 3, No. 3382 and No. 2 and the prefectural Utsunomiya-Nasukarasuyama road.
Walk-in formats such as soaplands can only operate in a place the ordinance leaves out of its prohibited areas, like this block. Delivery health is an outcall format used at a hotel or another place you choose; the area usually marks where the business is based, and the service range differs by venue.
The Tochigi Prefectural Tourism Association's access map gives about 40 minutes from Tokyo to Oyama on the Tohoku Shinkansen, about 50 minutes to Utsunomiya and about 70 minutes to Nasushiobara. The Maronie-go highway bus runs to Utsunomiya from Narita Airport in about 2 hours 30 minutes and from Haneda in about 2 hours 50 minutes.
This site splits Tochigi into two parts, Utsunomiya and the Tochigi/Oyama Area. Utsunomiya has two areas, JR Utsunomiya and Tobu Utsunomiya; the Tochigi/Oyama Area has four, Sano/Ashikaga, Tochigi, Ohtawara and Koyama.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
Payment methods vary by venue. Check the listing and confirm with the venue before booking.
