Morioka is the capital of Iwate, about 2 hours 10 minutes from Tokyo on the Tohoku Shinkansen. This site divides the prefecture into two: Morioka and Kitakami.

The Iwate Prefectural Government is at Uchimaru 10-1 in Morioka, the prefecture's main city. JNTO describes Morioka as a journey of just over two hours from Tokyo. Besides Morioka, this site has Kitakami as an area in the prefecture, and each area page shows where its venues are.
Article 28 of the national Entertainment Business Act bans storefront adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. For the areas Iwate's own ordinance designates, check the text in the prefecture's official collection of ordinances.
Walk-in formats such as soaplands can operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area marks the venue's reception or base, and the service range differs by venue.
The Tohoku Shinkansen takes about 2 hours 10 minutes from Tokyo to Morioka. From Sapporo, the Super Hokuto reaches Shin-Hakodate-Hokuto in about 3 hours 10 minutes and the Hokkaido Shinkansen continues to Morioka in about 1 hour 50 minutes. By air, Iwate Hanamaki Airport is about an hour from New Chitose and about 1 hour 20 minutes from Osaka Itami.
This site divides Iwate into two, Morioka and Kitakami, each holding one area of the same name. Hanamaki, home of Iwate Hanamaki Airport, and the prefecture's other towns have not yet been made into areas.
