The Kochi Prefectural Office is in Marunouchi, Kochi City. According to the prefecture's tourism site, the city's night spots sit in a relatively compact patch of side streets south of JR Kochi Station, between the Enokuchi River and the tram line, with bars, cafes and restaurants along narrow lanes.
Hirome Market, next to Kochi Castle in Obiyamachi 2-chome, is a commercial hall with many stalls. It is about 20 minutes on foot from JR Kochi Station and opens 10:00 to 23:00 Monday to Saturday and 9:00 to 23:00 on Sunday, so it is one of the places in the centre that stays busy late.
Article 28 of the Entertainment Business Act bans store-based adult businesses within 200 metres of government office complexes, schools, libraries, child welfare facilities and similar sites, and lets prefectures designate further prohibited areas by ordinance. Where these businesses may operate in Kochi is set by the prefecture's own ordinance.
Walk-in formats such as soaplands may operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose, and the area on this site marks the venue's reception or base.
From Tokyo, the Nozomi Shinkansen takes about 3 hours 25 minutes to Okayama, and JR Shikoku's Nanpu limited express about 2 hours 35 minutes from there to Kochi. By air, ANA and JAL fly from Haneda to Kochi Ryoma Airport in about 1 hour 30 minutes.
