Niigata is linked to Tokyo by the Joetsu Shinkansen, and Furumachi in Niigata City was once a flourishing geisha district. The prefectural ordinance bars soaplands, storefront health shops and reception offices across the whole prefecture.

According to the Niigata Prefectural Tourist Association, Furumachi lies in central Niigata City and once flourished as a geisha district. Its alleys still keep that atmosphere, and many long-established shops are loved locally. The Furumachi Kagai information centre is about 8 minutes by car from JR Niigata Station.
The Joetsu Shinkansen runs from Tokyo via Takasaki, Echigo-Yuzawa and Urasa, stops at Nagaoka and Tsubame-Sanjo, and ends at Niigata. Nagaoka and Tsubame-Sanjo are the stops before Niigata, and this site groups them as Nagaoka/Sanjo. For Joetsu-Myoko, change at Takasaki to the Hokuriku Shinkansen, about 1 hour on.
Article 28 of the Entertainment Business Act bans storefront sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets prefectures add prohibited areas by ordinance. The Niigata prefectural police state that under the prefectural ordinance, soaplands (Article 2(6)(i)) and storefront fashion health (2(6)(ii)) may not operate anywhere in the prefecture, and notifications are not accepted.
The same notice bans reception offices for delivery health throughout the prefecture. Article 28(3) of the Act exempts a business that had already filed its notification and was operating when the rule took effect or began to apply.
Walk-in formats such as soaplands can operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; its area usually marks the venue's reception or base, and the service range differs by venue.
On JR East's timetable the fastest Tokyo–Niigata train is the Joetsu Shinkansen Toki 311 at 1 hour 29 minutes, stopping only at Omiya. Nagaoka is 1 hour 27 minutes on Toki 35, which stops at Takasaki. Joetsu-Myoko is on the Hokuriku Shinkansen: the tourist association gives 50 minutes from Tokyo to Takasaki and about 1 hour on to Joetsu-Myoko.
Niigata Airport has flights from Sapporo (New Chitose and Okadama), Nagoya (Chubu and Komaki), Osaka (Itami), Kobe and Fukuoka. The airport's website gives about 25 to 33 minutes to Niigata Station by limousine or route bus.
