The Shimane prefectural office stands in Tonomachi, Matsue. According to Matsue's tourism guide, JR Matsue Station is the highway bus terminal, and the Matsue International Tourist Information Center sits just outside its north exit. The Izumo airport bus stops at JR Matsue and also at Matsushin-Shinjiko Onsen Station.
From Izumo Enmusubi Airport it is about 30 minutes by car towards JR Izumoshi Station and about 30 towards Matsue Station, and about 35 towards Izumo-taisha-mae Station on the Ichibata line. The airport gives these as estimates for travel by car.
Article 28(1) of the Entertainment Business Act bans storefront sex businesses within 200 metres of government office complexes, schools, libraries, child welfare facilities and any facility a prefectural ordinance adds. Under Article 28(2), a prefecture may also ban them in further areas it designates by ordinance.
Where venues may operate in Shimane is set by the prefecture's own ordinance; check the specific areas with the Shimane Prefectural Police. Walk-in formats such as soaplands may operate only where the ordinance allows them; delivery health is an outcall format used at a hotel or another place you choose.
JAL flies from Haneda to Izumo Enmusubi Airport in about 90 minutes and from Itami in about 60, and the airport bus reaches Matsue Station in about 35. ANA flies from Tokyo to Yonago Airport in about 80 minutes, and the bus from there to Matsue Station takes about 45.
By rail via Okayama, Matsue is about 6 hours from Tokyo and about 3 hours 30 minutes from Shin-Osaka. Highway buses leave from JR Matsue Station: about 4 hours 40 minutes to Osaka-Umeda by day, about 3 hours 5 minutes to Okayama and about 3 hours to Hiroshima.
