Kokubunji is a city in Tokyo's Tama area, and its commercial facilities gather around Kokubunji Station, where the JR Chuo Line crosses the Seibu lines. The city treats the station area as a hub for urban life and cultural exchange.
Kokubunji City's documents describe the JR Chuo Line crossing the city from east to west and the Seibu Kokubunji and Tamako lines running north to south. Kokubunji Station stands at the point where the east-west JR line and the north-south Seibu lines meet.
The city's master plan, as summarised in a city document, positions the area around Kokubunji Station as a hub for urban life and cultural exchange, with shops and other commercial facilities concentrated along Ekimae-dori and around the station. The same document records a redevelopment project in progress at the north exit.

The police page, updated 31 March 2016, names Hachioji, Tachikawa, Musashino, Machida, Koganei and Kokubunji as the cities that have designated touting zones. Within Kokubunji the covered blocks are Honcho 2-chome and 3-chome and Minamicho 2-chome and 3-chome, where touting for adult businesses and conspicuous waiting for customers are prohibited.
