Aomori City is the prefectural capital, about three hours from Tokyo to Shin-Aomori on the Tohoku Shinkansen. The prefecture's ordinance bans soaplands, storefront health shops and reception offices throughout Aomori, and this site treats Aomori City as a single area.

The Aomori Prefectural Government is at Nagashima 1-chome in Aomori City. For Hachinohe, the VISIT HACHINOHE tourism site says the city centre holds eight yokocho alleys, and that the area was developed as an entertainment district after the war, when a market for repatriates opened there.
Article 10(i) of Aomori's ordinance under the Entertainment Business Act, read with Appended Table 4, prohibits soaplands (Article 2(6)(i) of the Act) and storefront fashion health shops (item ii) throughout the prefecture. Under Article 15, reception offices for outcall services such as delivery health may not operate anywhere in the prefecture either.
Article 28 of the national Entertainment Business Act bans storefront adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and leaves any further zoning to each prefecture's ordinance. Under paragraph 3 of the same article, these bans do not apply to a business that had already filed its notification and was operating when they took effect.
Walk-in formats such as soaplands can operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area marks the venue's reception or base, and the service range differs by venue.
The Tohoku Shinkansen takes about three hours from Tokyo to Shin-Aomori, and flights from Haneda to Aomori Airport or Misawa Airport take about 1 hour 20 minutes each. From Sapporo, the Super Hokuto reaches Shin-Hakodate-Hokuto in about 3 hours 20 minutes and the Hokkaido Shinkansen continues to Shin-Aomori in about an hour; New Chitose to Aomori Airport is about 50 minutes by air.
This site gives Aomori one division, Aomori City, which holds a single area of the same name. Hachinohe and the prefecture's other cities have not yet been made into areas of their own.
