A man who approaches women in entertainment districts to recruit them for adult venues and the like, paid a referral fee by the venue; not a tout.
A scout man approaches women on the street in entertainment districts or on social media and recruits them for work at adult venues, hostess clubs and similar. His income is the referral fee the venue pays once a woman he recruited starts work; gathering people is the job. A male visitor is not, as a rule, approached by one.
The person who draws customers into a venue is a tout, kyakuhiki or catch, which is a different job. Both street scouting and touting are restricted by nuisance-prevention ordinances in most prefectures. Whoever approaches you in an entertainment district, do not follow; choose a venue that publishes its prices and book it yourself.
