Gunma's capital is Maebashi, about 15 minutes by the Ryomo Line from Takasaki, the Shinkansen station. The prefectural ordinance bans soaplands, shop-type fashion health and outcall reception offices everywhere in Gunma except a tiny part of Numata.

Maebashi is the capital of Gunma, known for the zelkova-lined boulevard that starts at the station and for the Tonegawa river running through the city. From Tokyo you take the Joetsu or Hokuriku Shinkansen to Takasaki, then the Ryomo Line about 15 minutes to Maebashi. Besides Maebashi and Takasaki, Ota, Isesaki, Tatebayashi and Kiryu are also cities in the prefecture.
Article 28 of the national Entertainment Business Act bans shop-type sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture add facilities and prohibited areas by ordinance. Article 9 of Gunma's ordinance adds vocational and miscellaneous schools, hospitals, museums, facilities for people with disabilities, elderly welfare facilities and more.
Article 10(1)(i) bans soapland-type businesses (Act Art. 2(6)(i)) and shop-type fashion health (Art. 2(6)(ii)) in the areas of Appended Table 1, and Article 10(2) bans outcall reception offices there too. Table 1 lists every city and county in the prefecture, leaving out only the Tozawa section of Neri, Tone-machi, in Numata.
Walk-in formats such as soaplands can only operate where an ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area usually marks where the business is based, and the service range differs by venue.
According to Japan's national tourism organisation (JNTO), the Joetsu Shinkansen takes around 50 minutes from Tokyo or Ueno to Takasaki, where local trains and buses fan out across the prefecture. Maebashi is about 15 minutes from Takasaki on the Ryomo Line, or about two hours from Ueno on a JR rapid service.
