Mie's capital is Tsu, and Yokkaichi, an industrial city in the north, is linked with Tsu and Nagoya by Kintetsu. The prefectural ordinance bars soaplands and storefront health shops everywhere except a few blocks in Yokkaichi and Tsu.

Tsu is the prefectural capital of Mie. Yokkaichi, in the north, is a major industrial area of the Chukyo industrial belt, served by JR, the Yokkaichi Asunaro Railway and the Sangi Railway as well as Kintetsu. Limited express and express trains stop at Kintetsu Yokkaichi, and Tsu is about 20 minutes away by express.
The ordinance's appended table lists the areas where hostess-style bars and similar businesses may stay open until 1 a.m.: Nishi-Shinchi, Suwasakaemachi and Nishiura 1-chome in Yokkaichi, Daimon in Tsu, the Atago-machi area of Matsusaka, and parts of Ise such as Ichinoki 2-chome and Oseko 2-chome.
Article 28 of the national Amusement Business Act bans storefront adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture designate further prohibited areas by ordinance. Article 9 of Mie's ordinance adds hospitals and clinics with inpatient beds and certain city parks to those base facilities.
Under Article 10 and Appended Table 3, soaplands (Act Art. 2(6) item 1) and storefront fashion health shops (item 2) may not operate anywhere in Mie except blocks 8, 9, 12 and 13 of Suwasakaemachi and blocks 4 to 6 of Nishi-Shinchi in Yokkaichi, and part of blocks 18 and 24 of Daimon in Tsu. Article 15 bars reception offices for outcall services in the same area.
Walk-in formats such as soaplands operate only in the blocks the ordinance allows. Delivery health is an outcall format used at a hotel or another place you choose; this site files outcall venues under the area of their reception or base, and the service range differs by venue.
From Nagoya the Kintetsu Nagoya Line runs south through Yokkaichi to Tsu: Kintetsu Nagoya to Kintetsu Yokkaichi takes about 28 minutes by express, and to Tsu about 45 minutes by limited express. JR Central's Rapid Mie also runs from Nagoya towards Ise and Toba via the Kansai Line and other lines.
From Osaka Namba, the Kintetsu limited express reaches Tsu in about 81 minutes. From Chubu Centrair International Airport, the Tsu Airport Line high-speed boat crosses to Tsu, the prefectural capital, in about 45 minutes. Times are estimates, so check the operators' guides before you travel.
This site splits Mie into two major areas, Yokkaichi/Kuwana/Suzuka/Tsu and Matsusaka/Atago/Ise. The first holds the Yokkaichi/Kuwana and Suzuka/Tsu areas; the second holds Matsusaka/Atago/Ise and Nabari.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
Payment methods vary by venue. Check the listing and confirm with the venue before booking.
