Tokushima Prefecture centres on Tokushima City, seat of the prefectural government. The prefectural ordinance bans store-based venues such as soaplands and storefront fashion health shops, and reception offices, everywhere except Sakaemachi 1-chome and Takajomachi 1-chome in Tokushima City.

The prefectural government is in Bandaicho, Tokushima City. The ordinance's appended table lists the places where licensed entertainment businesses may keep going after midnight: Sakaemachi 1–2, Takajomachi 1–2, Akitamachi 1–2, Konyamachi, Tomidamachi 1–2 and Ryogokubashi, all in Tokushima City.
Article 28 of the Fueiho (the Act on Control and Improvement of Amusement Business) bans store-based sex businesses within 200 metres of schools, libraries, child-welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. The rules do not apply to a business that had already filed its notification when they took effect.
Article 10 of Tokushima's ordinance bans store-based formats, soaplands and storefront fashion health included, outside Sakaemachi 1-chome and Takajomachi 1-chome in Tokushima City (item 1 of its table), and confines reception offices to the same two blocks. Article 11 bars soaplands from opening between 1 a.m. and 6 a.m. Delivery health is an outcall format used at a hotel or another place you choose, so an area marks the reception or base.
JAL and ANA fly from Haneda to Tokushima Awaodori Airport in about 1 hour 15 minutes. From Kansai, highway buses take about 2 hours 30 minutes from Osaka and about 1 hour 50 minutes from Sannomiya; within Shikoku, the JR Kotoku Line limited express runs from Takamatsu Station in about 1 hour 10 minutes.
