Wakayama centres on Wakayama City, home of the prefectural office, and this site also has an area in Iwade. This page covers the ordinance that bans storefront venues and reception offices in every city and county, routes from Osaka and Kansai Airport, and how this site divides the prefecture.

The Wakayama prefectural office stands in Komatsubara-dori, Wakayama City. The city's tourism page describes Keyaki-odori running from JR Wakayama Station past Wakayama Castle to Nankai Wakayamashi Station and on to the prefectural office. The city centre spreads between those two stations and along that avenue.
Article 28 of the Entertainment Business Act bans storefront sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets prefectures set prohibited areas by ordinance. Article 10(1) of Wakayama's implementing ordinance bans businesses including soaplands and storefront fashion health shops in the areas listed in its schedule.
That schedule lists all nine cities, Wakayama, Kainan, Hashimoto, Arida, Gobo, Tanabe, Shingu, Kinokawa and Iwade, and all six counties, Kaiso, Ito, Arida, Hidaka, Nishimuro and Higashimuro. Article 15 of the ordinance bans reception offices for outcall services in the same areas.
Soaplands and other walk-in formats are therefore limited to existing venues to which Article 28(3) says the ordinance does not apply. Delivery health is an outcall format used at a hotel or another place you choose; since reception offices are not allowed in the prefecture either, the area usually marks the venue's base.
According to Wakayama City, the JR Hanwa Line limited express takes about an hour from Shin-Osaka to JR Wakayama Station, and the Nankai Main Line about an hour from Namba to Wakayamashi Station. Highway buses run from JR Osaka Station to Wakayama Station in about 1 hour 30 minutes and from Osaka International (Itami) Airport in about 2 hours.
From Kansai International Airport, JR via Hineno reaches Wakayama Station in about 45 minutes, and Nankai via Izumisano reaches Wakayamashi Station in about 40. A limousine bus also links the airport with Wakayama Station in about 40 minutes.
This site splits Wakayama into two major areas, Wakayama City and Kino River / Iwade. Wakayama City contains the Arochi area and Kino River / Iwade contains Iwade; each area page leads to its venue list.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
Payment methods vary by venue. Check the listing and confirm with the venue before booking.
