Yamaguchi Prefecture's main cities are Yamaguchi City, seat of the prefectural government, and Shimonoseki. The prefectural ordinance bans soaplands everywhere except a designated part of Takezakicho in Shimonoseki, and bans storefront fashion health shops and reception offices throughout the prefecture.

The prefectural government is in Takimachi, Yamaguchi City. According to the prefecture's tourism site, Yuda Onsen in Yamaguchi City is a hot-spring town about 20 minutes from JR Shin-Yamaguchi Station and about 40 from Yamaguchi Ube Airport. The ordinance names Yuda Onsen 1–4, Sentocho and, in Shimonoseki, Hosoecho, Buzenda-cho and Takezakicho among the places where licensed entertainment may run later.
Article 28 of the Fueiho (the Act on Control and Improvement of Amusement Business) bans store-based sex businesses within 200 metres of schools, libraries, child-welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. The rules do not apply to a business that had already filed its notification when they took effect.
Under Article 10 and Appended Table 3 of Yamaguchi's ordinance (1984 Ordinance No. 22), soaplands are banned across the prefecture except a zone of Takezakicho 2–4 in Shimonoseki set by Public Safety Commission rule, storefront fashion health is banned everywhere, and Article 10(2) bans reception offices everywhere too. Delivery health is an outcall format used at a hotel or another place you choose, so an area marks the reception or base.
The prefecture's tourism site says Yamaguchi is served by five Shinkansen stations and four airports, and gives about 4 hours 30 minutes from Tokyo by Shinkansen, about 2 hours from Shin-Osaka, about 30 minutes from Hiroshima or Hakata, and about 1 hour 40 minutes by air from Haneda. The Shinkansen stations include Shin-Yamaguchi, Shin-Shimonoseki, Tokuyama and Shin-Iwakuni.
