Sendai is the capital of Miyagi, and its Kokubuncho is the leading entertainment district of Tohoku. The prefecture's ordinance bans soaplands, storefront health shops and reception offices throughout Miyagi; this site divides the prefecture into five parts, Sendai among them.

The Miyagi Prefectural Government is at Honcho 3-chome in Sendai's Aoba-ku. Sendai Travel Biyori, the tourism site of the Sendai Tourism, Convention and International Association, calls Kokubuncho the leading entertainment district of Tohoku and an essential part of a night out in the city. The Sendai Airport Access Line links Sendai Station with Sendai Airport Station by way of Natori.
Article 11(i) of Miyagi's ordinance under the Entertainment Business Act prohibits soaplands (Article 2(6)(i) of the Act), storefront fashion health shops (item ii) and the businesses of item vi throughout the prefecture. Article 13-3 prohibits reception offices for outcall services such as delivery health anywhere in the prefecture as well.
Article 28 of the national Entertainment Business Act bans storefront adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and leaves any further zoning to each prefecture's ordinance. Under paragraph 3 of the same article, these bans do not apply to a business that had already filed its notification and was operating when they took effect.
Walk-in formats such as soaplands can operate only where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area marks the venue's reception or base, and the service range differs by venue.
The Tohoku Shinkansen takes about 1 hour 30 minutes from Tokyo to Sendai. Flights to Sendai Airport take about an hour from Narita, about 1 hour 10 minutes from Osaka Itami and about 1 hour 15 minutes from New Chitose. From the airport, the Sendai Airport Access Line reaches Sendai Station in 17 minutes by rapid or 25 by local train.
This site divides Miyagi into five: Sendai, Shiogama/Tagajo/Matsushima, Natori / Iwanuma / Ōgawara / Kakuda, Ishinomaki/Yamoto/Kesennuma and Furukawa/Sanuma/Yoshioka/Kurihara. Sendai is split into Sendai Kokubuncho, Sendai Station Front, Izumi Central, Nagamachi/Minami-Sendai, Kudake/Iwakiri and Yamato Town, Rokucho-no-me; in the other four, each town in the name is an area.
