The Shimotsuke Others area consists of rural farmland and coastal towns stretching north from Niigata City. Towns like Shibata, Murakami, and Tainai retain historic castle-town or port-town atmospheres. At night, neon signs appear along main roads, but there is no concentrated nightlife district.

Geographically, it's a 30-minute to 1-hour drive from Niigata City. The JR Uetsu Main Line runs through the area, but shops are not clustered near stations. Renting a car is the practical choice.

The adult entertainment here is dominated by delivery health (delihe) and hotel health (hoteheru). There are almost no storefront establishments; outcall services are the norm. An estimated 20–30 shops operate, with slight concentrations in Shibata and Murakami.
