Hyogo centres on Sannomiya and Motomachi in Kobe, home of the prefectural office, with Nishinomiya, Amagasaki and Himeji beyond. This page covers where storefront venues are banned according to the prefectural police, routes from Tokyo and Osaka, and how this site divides the prefecture.

The Hyogo prefectural office stands in Shimoyamate-dori, Chuo ward, Kobe. Kobe's official tourism site describes Sannomiya as the city's transport node, where each railway's Sannomiya station and the bus terminal meet, with Sannomiya Center-gai running through the area's downtown. Motomachi, next door to the west, is Kobe's central commercial district.
In the west of the prefecture the main city is Himeji, served by the Sanyo Shinkansen at JR Himeji Station and by Sanyo Electric Railway at Sanyo-Himeji. According to Himeji's tourism guide, Sanyo Electric Railway takes about 1 hour 27 minutes from Osaka-Umeda to Sanyo-Himeji.
Article 28 of the Entertainment Business Act bans storefront sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture ban them in further areas by ordinance. Under paragraph 3 of the same article, these rules do not apply to a business that had already filed its notification when they took effect.
The Hyogo Prefectural Police notification guide lists the whole prefecture as the prohibited area for soaplands (category 1) and private-room massage, i.e. storefront fashion health shops (category 2). Within 200 metres of schools, libraries, child welfare facilities, hospitals including clinics with beds, museums, community halls and sports facilities is also a prohibited zone.
Love hotels and similar category 4 businesses may operate only in commercial zones and the category 4 districts of Sannomiya, Fukuhara, Kanda-shindo and Uomachi. Because soaplands and other walk-in formats are banned prefecture-wide, they are limited to existing venues covered by paragraph 3. Delivery health is an outcall format used at a hotel or another place you choose, and the area usually marks the reception or base.
From Tokyo the Nozomi reaches Shin-Osaka in 2 hours 21 minutes at the fastest and Himeji in about 3 hours 10 minutes. Shin-Osaka to Himeji is about 28 minutes by Shinkansen; from Osaka Station the JR Special Rapid takes about 57 minutes to Himeji, and about 37 minutes from Sannomiya.
Kobe's tourism site puts Osaka 21 minutes away at the fastest and Kyoto 52 minutes. From Kansai International Airport the Bay Shuttle high-speed boat reaches Port Island in about 30 minutes, and the Port Liner continues to Sannomiya in about 18. A limousine bus runs from Osaka International (Itami) Airport to Himeji in about 1 hour 20 minutes.
This site splits Hyogo into four major areas: Kobe, Nishinomiya/Amagasaki/Itami/Takarazuka, Akashi/Himeji/Kakogawa and Tanba Sasayama/Toyoka. Kobe is divided into Sannomiya, Motomachi and Tarumi, and Nishinomiya/Amagasaki/Itami/Takarazuka into Nishinomiya/Koshien-guchi/Ashiya, Amagasaki, Takarazuka and Itami.
Akashi/Himeji/Kakogawa covers Himeji, Akashi, Kakogawa and Ono, and Tanba Sasayama/Toyoka covers Tambashi, Mita City, Toyooka and Sasayama City. Each area page leads to its venue list.
