Mito is the capital of Ibaraki Prefecture; it was the seat of the Mito clan in the Edo period and is home to Kairakuen Garden. The JR Joban Line runs north from Ueno through Tsuchiura, Mito and Hitachi, and the Tsukuba Express connects Akihabara in Tokyo with Tsukuba. Koga, in the west, is on the JR Utsunomiya Line, about an hour from Tokyo by rapid train.
Article 28 of the national Entertainment Business Act bans shop-type sex businesses within 200 metres of public-office complexes, schools, libraries, child welfare facilities and similar sites, and lets each prefecture add facilities and prohibited areas by ordinance. Where these businesses may operate in Ibaraki is set by the prefecture's own ordinance.
Walk-in formats such as soaplands can only operate where an ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose; on this site the area usually marks where the business is based, and the service range differs by venue.
According to the prefecture's tourism site, the Limited Express Hitachi and Tokiwa on the Joban Line reach Tsuchiura from Tokyo in about 50 minutes, Mito in about 1 hour 15 minutes and Hitachi in about 1 hour 30 minutes. The Tsukuba Express rapid takes about 45 minutes from Akihabara to Tsukuba, and Koga is about an hour from Tokyo on the JR Utsunomiya Line rapid.
This site splits Ibaraki into five parts: Mito/Hitachinaka, Tsuchiura/Tsukuba/Surrounding Area, Koga/Chikusei Area, Hitachi/Surrounding Area, and Kamisu and Kashima. Within them are the areas Mito, Hitachinaka / Surrounding Area, Tsukuba, Tsuchiura, Toride, Chikusei, Furukawa, Hitachi, Kashima and Kamisu.
It depends on the venue. Each venue page lists the languages it handles, and the “English OK” filter in search narrows results to venues with English support.
