Shizuoka's prefectural office is in Shizuoka City, about 10 minutes' walk from JR Shizuoka Station. Store-based venues such as soaplands, and reception offices, are banned in the 23 cities and 5 districts listed in the ordinance's Appended Table 1 (Atami except Nagisa-cho).

The prefectural office is about a 10-minute walk from JR Shizuoka Station. The enforcement rules of the prefecture's nuisance prevention ordinance name, street by street, the zones where waiting for customers to tout is banned; in Shizuoka's Aoi-ku they include Ryogae-cho 2-chome, Gofuku-cho 2-chome, Konya-machi, Temma-cho, Miyuki-cho and Tokiwa-cho 1-chome.
The same rules list Chitose-cho, Sakana-machi, Ta-machi, Kaji-machi, Hatago-cho and Renjaku-cho in Hamamatsu's Chuo-ku, Ote-machi and Shinjuku-cho in Numazu, Ichiban-cho in Mishima and Ekimae in Kakegawa. Ekimae 1- and 2-chome in Fujieda were added from 1 April 2026.
Article 28 of the Act on Control and Improvement of Amusement Businesses bans store-based adult businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture designate further prohibited areas. Article 11(1) of Shizuoka's ordinance bans soaplands (Act Art. 2(6)(i)) and fashion health shops (Art. 2(6)(ii)) in the areas of Appended Table 1, and Article 11(2) bans reception offices in the same areas.
Appended Table 1 lists 23 cities including Shizuoka and Hamamatsu (Atami except Nagisa-cho) and the Kamo, Tagata, Sunto, Haibara and Shuchi districts. Under Article 28(3), the ban does not reach a venue already operating under a filed notification when it took effect. Walk-in formats such as soaplands operate only within that frame; delivery health is an outcall format used at a hotel or another place you choose.
According to JR Central, the Hikari on the Tokaido Shinkansen stops at Shizuoka and Hamamatsu, at Atami a few times a day and at Mishima roughly every two hours. The Kodama stops at every station, Shin-Fuji and Kakegawa included. Tokyo to Nagoya is about 1 hour 40 minutes by Nozomi.
Mt Fuji Shizuoka Airport says it is about 40 minutes by car from Shizuoka City and 50 from Hamamatsu, and 10 to 15 minutes from the nearest expressway interchange. Kofu City gives about 2 hours 10 minutes from Shizuoka Station to Kofu by limited express via the JR Minobu Line.
