Geographically, Hatsudai Station and Hatagaya Station are about 1 km apart, with shops lining Koshu Kaido (Route 20). Because it's close to Shinjuku, budget travelers occasionally look for cheap accommodation here, but the area has no entertainment district character whatsoever.
In the adult industry, Hatsudai/Hatagaya has zero soaplands, delivery health, fashion health, hotel health, pink salons, SM clubs, dating clubs, or erotic massage establishments. This is a purely residential/commercial mixed zone, and no businesses with adult entertainment permits are confirmed.
If you're looking for futekihou services, you should head to Shinjuku's Kabukicho or Okubo, or toward Shibuya. In Hatsudai/Hatagaya, even legitimate massage parlors are scarce, and none offer sexual services.
Practical advice: coming to this area for adult entertainment is a waste of time. The nearest red-light districts are in Shinjuku (10 minutes on foot or by train) or Sasazuka/Meidaimae (another 5 minutes on the Keio Line), but those are also small.
For foreign visitors, Hatsudai/Hatagaya is fine for a quiet residential stroll or enjoying local food, but don't expect nightlife or adult venues. A taxi to Shinjuku costs around 1,000 yen.
