Mihama Ward is Chiba City's seaside ward, built entirely on reclaimed land; Makuhari New Town has been developed around the ward's JR Kaihin-Makuhari Station.
Mihama Ward's area profile notes that National Routes 14 and 357 and the JR Keiyo Line run roughly parallel to the coast. Keiyo Line stations in the ward include Kaihin-Makuhari, Inage-Kaigan and Kemigawahama; Kaihin-Makuhari opened in 1986 together with the Chiba-Minato to Nishi-Funabashi section of the line.

Chiba City's ordinance on preventing touting took full effect on April 1, 2022 and makes the JR Kaihin-Makuhari Station district a no-touting zone. The city says violators may receive guidance from the city or have their names made public, among other measures.
