Chiba City and Makuhari

Chiba City lies about 40 km from central Tokyo and Haneda Airport and about 30 km from Narita Airport, and became Japan's 12th designated city in 1992. It has six wards, Chuo, Hanamigawa, Inage, Wakaba, Midori and Mihama, and about 980,000 people.

At Chiba Station in Chuo ward, JR, the Keisei Electric Railway and the Chiba Urban Monorail meet, with the prefectural office, city hall and courts nearby. The city has installed security cameras in Fujimi 2-chome, Chuo ward, which it calls a busy nightlife district. Makuhari New Town in Mihama ward began with the opening of Makuhari Messe in 1989; Kaihin-Makuhari Station on the JR Keiyo Line opened in 1986.

Where the ordinance allows business

Article 28 of the national Adult Entertainment Business Act bans store-based sex businesses within 200 metres of schools, libraries, child welfare facilities and similar sites, and lets each prefecture add prohibited areas by ordinance. Article 14(1) of Chiba's implementing ordinance (Ordinance No. 31 of 1984) bans soaplands and store-based fashion health in the areas listed in its appended table.

The table lists every city and district in the prefecture, from Chiba City to Awa District. The only part left out is the section of Sakaecho in Chuo ward, Chiba City, north of the roads running from Tomie Bridge to the junction by Sakaecho 7-1. Article 14(2) bans reception offices in the same areas, and Article 15 bans these businesses everywhere in the prefecture from midnight to 6 a.m.

Walk-in formats such as soaplands can only operate where the ordinance allows them. Delivery health is an outcall format used at a hotel or another place you choose. For outcall venues the area marks the reception or base, and the service range differs by venue.

Getting there

According to the Chiba City Tourism Association, Tokyo Station to Chiba Station takes about 30 minutes on the JR Sobu Rapid Line, and Narita Airport Station to Chiba about 30 minutes on the Narita Express. From Haneda, highway buses take about 90 minutes to Chiba Station and about 55 minutes to Kaihin-Makuhari. Narita Airport's guide shows the Keisei Main Line running into Tokyo via Keisei Narita and Keisei Funabashi.

The remaining areas: Ichihara/Kisarazu/Kimitsu (Ichihara, Kisarazu/Sodegaura and Kimitsu/Futtsu/Kyonan); Narita/Sakura/Sawara (Narita, Sawara/Water Town, Yotsukaido/Sakura/Inbanuma and Yachimata/Ryoso Plateau); Katsuura/Kamogawa/Tateyama (Katsuura City, Kamogawa City, Minamiboso/Tateyama and Isumi/Onjuku/Otaki); Choshi/Kujukuri (Choshi/Inubosaki, Ninety-Nine Mile Beach Central Section, Northern Kujukuri Beach and Southern Kujukuri Beach).
