Koiwa / Shin-Koiwa combines Koiwa in Edogawa Ward with Shin-Koiwa in Katsushika Ward. Edogawa Ward calls the JR Koiwa Station area the ward's largest commercial district, and Shin-Koiwa has a covered shopping street at its south exit.
Edogawa Ward explains that the JR Sobu Line and the Keisei Line run east to west through Koiwa, with three stations: JR Koiwa, Keisei Koiwa and Keisei Edogawa. Shin-Koiwa Station appears in the ward's list of main stations as a stop on the JR Sobu Line and the Sobu Rapid Line.
Edogawa Ward says the area around JR Koiwa Station has thrived for a long time as the largest commercial district in the ward and is still busy with people, and that shopping streets have also formed around Keisei Koiwa and Keisei Edogawa stations. The Katsushika tourism association describes the Lumiere shopping street at Shin-Koiwa's south exit as a covered arcade about 450 m long.

Nishi-Koiwa 1-chome and Minami-Koiwa 6- to 8-chome in Edogawa Ward, and Shin-Koiwa 1-chome and 2-chome in Katsushika Ward, are all treated by the police as designated touting zones, according to the list updated 31 March 2016. In such blocks the rule restricts adult-business touting in public places and waiting for someone in a noticeable manner.
